PDF to ZIP does not simply compress one PDF

A ZIP archive is a container for files. This tool first makes separate PDF page files and then places them in the archive. If you only want to reduce the byte size of one PDF while keeping it as a single document, use Compress PDF instead.

ZIP files must usually be extracted before individual pages can be previewed, uploaded, or emailed. Keep the original combined PDF if reading continuity matters. Use Split PDF instead when you want selected ranges or groups of pages rather than every page separately.
